I wish to make an FOI request. As per section 232 of the Local Housing Act, you are required to keep a register of HMO licences. Please can you supply a current copy of this register - or failing that, provide me with a breakdown of the number of HMO licences for each postcode sector (this includes the postcode area and the first number of the inward codee.g. xxx x) and the total occupancy limits of HMOs in each postcode area. (ideally I would have each individual HMO licence, but am happy for it to be aggregated if data considerations apply). Can you please also tell me the number of active HMO licences for your area as of the start of Q3 (1 July) for the years 2023,2024, 2025, and 2026 -

1. Current HMO Licensing Register
Please find attached a copy of Oxford City Council's HMO Licensing Register dated 1 September 2026.
The register is maintained in accordance with Section 232 of the Housing Act 2004 and includes details of licensed HMO properties, licence periods and permitted occupancy.
2. Number of Active HMO Licences as at 1 July 2023, 2024, 2025 and 2026
The Council does not hold the requested historical figures in the format specified.
Our licensing system does not have a reporting function that produces the number of active HMO licences and their combined permitted occupancy limits for the requested dates.
We are therefore unable to provide the requested historical breakdown.
