I am making this request under the Freedom of Information Act 2000. Please provide the following recorded information held by your authority, covering the past five academic years, from 1 September 2021 to 31 August 2026 (academic years 2021/22, 2022/23, 2023/24, 2024/25, and 2025/26). As term dates for the 2025/26 academic year have now concluded, please provide whatever data is held for the 2025/2026 year, as of the date of your response. 1. The total number of complaints received by your authority relating to traffic congestion and/or parking issues in the vicinity of schools, broken down by academic year (i.e. 2021/22, 2022/23, 2023/24, 2024/25, 2025/26). 2. Where held, a further breakdown of these complaints by school, or failing that, by ward or postcode area. 3. The number of Penalty Charge Notices (PCNs) issued for parking contraventions within 250 metres of a school, for each of the same academic years, broken down by: a. PCNs issued in connection with a formal School Street, School Safety Zone, or similar school-specific traffic restriction (where such a scheme exists), and b. PCNs issued under general parking restrictions (e.g. yellow lines, zig-zag markings, keep- clear zones) in the vicinity of a school where no such scheme is in place. 4. A list of any School Streets schemes, School Safety Zones, or similar traffic restriction measures introduced or in operation within your authority's area during this period, including the school(s) covered and the date each scheme began. Please provide the information in a machine-readable format (e.g. CSV or spreadsheet) where possible. If any part of this request would exceed the appropriate cost limit under Section 12 of the Act, I would be grateful if you could advise, under your Section 16 duty to provide advice and assistance, how it could be narrowed (for example, to a shorter time period, a subset of schools, or a reduced radius for question 3) so that it falls within that limit. I am happy to accept partial or phased disclosure on this basis. I am not seeking any personal data relating to individual complainants, and would ask that any such data be excluded or redacted.

In accordance with section 1(1)(a) of the Freedom of Information Act 2000 (FOIA), Oxford City Council (OCC) confirms that it does not hold the information requested.

The matters covered by your request relate to school traffic congestion, on-street parking enforcement, School Streets and associated Penalty Charge Notices. These functions are administered by Oxfordshire County Council.

Oxfordshire County Council is responsible for on-street parking enforcement in Oxford, including enforcement of yellow lines and school zig-zag markings. It also implements and enforces School Street schemes, including the issue of Penalty Charge Notices where applicable.

In accordance with section 16 of the FOIA, which relates to the duty to provide reasonable advice and assistance, OCC advises that Oxfordshire County Council is therefore better placed to respond to your request.
