In accordance with section 1(1) of the Freedom of Information Act 2000 (FOIA), Oxford City Council (OCC) confirms that it holds information falling within the scope of your request. Where OCC does not hold recorded information, this is explained below.
OCC has treated questions 3.1 and 3.2 as relating to the financial years expressly specified in the request: 2024/25, 2025/26 and 2026/27.
1. CCTV estate
1.1 The total number of fixed cameras operated by, or on behalf of, the Council in public spaces (excluding cameras covering council office interiors, car parks on private land, and housing-stock-only cameras).
As at 22 July 2026, OCC operated 95 fixed public-space CCTV cameras within the scope described.
1.2 The total number of redeployable, mobile, or vehicle-mounted cameras operated by, or on behalf of, the Council.
As at 22 July 2026, OCC operated seven cameras falling within these categories.
1.3 The approximate age in years of the oldest cameras currently in operation.
The oldest cameras are approximately 11 years old and date from around 2015.
1.4 The name and version of the Video Management System (VMS) or control room software currently in use (for example, Genetec Security Center, Milestone XProtect, Synectics Synergy, Cathexis CathexisVision).
The Video Management System in use is Genetec Security Center.
OCC does not hold recorded information identifying the precise version currently deployed. Thames Valley Police is responsible for the Video Management System and control-room software under the partnership arrangements. Further contact information for Thames Valley Police is provided below.
2. Contracts
2.1 The names of the current suppliers for each of the following:
a. CCTV hardware supply.
OCC does not currently have a contract with a CCTV hardware supplier. It is in the process of appointing a contractor. There is therefore no current supplier to identify.
b. Video Management System / control room software.
OCC does not hold recorded information identifying the supplier contracted by Thames Valley Police for the Video Management System or control-room software. These arrangements are managed by Thames Valley Police.
c. Installation, maintenance, and repair services.
OCC does not hold recorded information identifying the supplier contracted by Thames Valley Police for installation, maintenance or repair services. These arrangements are managed by Thames Valley Police.
2.2 The contract commencement date and expiry date for each of the contracts identified in question 2.1.
There is no current OCC hardware-supply contract and therefore no commencement or expiry date to provide.
OCC does not hold the commencement or expiry dates for the contracts managed by Thames Valley Police for the Video Management System, control-room software, installation, maintenance or repair services.
2.3 For each contract, any scheduled option to extend beyond the stated expiry, together with the maximum length of the extension.
There is no current OCC hardware-supply contract and therefore no extension provision to report. OCC does not hold recorded information concerning extension provisions in contracts managed by Thames Valley Police.
2.4 The procurement framework under which each contract was awarded, if any (for example, Crown Commercial Service RM6263, YPO, Procure Partnerships, NEPO, ESPO, or a direct award).
There is no current OCC hardware-supply contract and therefore no procurement framework or award route to report. OCC does not hold recorded information identifying the procurement framework or award route used by Thames Valley Police for the other services described.
Budget
3.1 The total revenue expenditure on the public space CCTV service in the most recently completed financial year (2024/25), broken down where readily available into: (a) staff costs, (b) maintenance contract costs, (c) connectivity / telecommunications costs, (d) software licence costs.
OCC’s recorded total revenue expenditure on the public-space CCTV service during 2024/25 was approximately £123,000.
Of this amount, approximately £96,000 related to OCC’s salary contribution and approximately £11,500 related to fibre connectivity. The figures are held as high-level, rounded amounts. The balance relates to other service expenditure outside the categories expressly identified in the request.
OCC does not hold separately recorded figures for maintenance-contract or software-licence costs because the relevant arrangements are managed by Thames Valley Police.
3.2 Any ring-fenced capital allocation for CCTV investment approved in the current financial year (2025/26) or planned for 2026/27.
OCC does not hold recorded information showing any ring-fenced capital allocation specifically for CCTV investment in either 2025/26 or 2026/27.
4. Operational responsibility
4.1 The job title of the officer with day-to-day operational responsibility for the CCTV service (for example, CCTV Control Room Manager, Community Safety Manager).
Day-to-day operational responsibility for the CCTV control-room service rests with Thames Valley Police. OCC does not hold recorded information confirming the current job title of the relevant Thames Valley Police officer.
4.2 The job title of the senior responsible officer (Director or Head of Service level) for the CCTV service.
OCC does not hold recorded information confirming the current job title of the relevant senior responsible officer within Thames Valley Police.
4.3 Where disclosure is consistent with Section 40 of the Act, the names of the officers in 4.1 and 4.2.
OCC does not hold recorded information confirming the names of the relevant Thames Valley Police officers. It is therefore unnecessary to consider the application of section 40 of the FOIA to this information.
Following searches of its records and consultation with the officers responsible for OCC’s CCTV assets and partnership arrangements, OCC has concluded that it does not hold the information identified above concerning:
the precise Video Management System version;
the suppliers, dates, extension provisions and procurement routes for contracts managed by Thames Valley Police;
separately recorded maintenance and software-licence expenditure;
a ring-fenced CCTV capital allocation for the specified years; and
the job titles and names of the Thames Valley Police officers with operational and senior responsibility.
5. Recent funding
5.1 Please confirm whether the Council received funding, applied for funding, or is a named local authority partner in any of the following schemes in the last 24 months:

OCC’s involvement in the Safer Streets programme was through the Office of the Police and Crime Commissioner for Thames Valley. OCC was involved as a local-authority delivery partner rather than as the direct recipient of the Home Office grant.
b. Defra Fly-tipping Intervention Grant Scheme (any round).

c. Ministry of Housing, Communities and Local Government Pride in Place Strategy funding.

OCC did not receive the Safer Streets grant directly and does not hold a recorded Oxford-specific breakdown of the funding administered by the Office of the Police and Crime Commissioner. No Safer Streets funding held by OCC was ring-fenced for CCTV or related technology.
